Brian R. Wheeler is the Executive Vice President of Health Services for CareFirst BlueCross BlueShield (CareFirst), one of the nation’s largest not-for-profit healthcare organizations. In this role, Brian is accountable for provider contracting, network design, new value-based care models, prior authorization, medical case management, behavioral health case management, clinical appeals, clinical quality, medical policy and affordability initiatives. Brian is focused on delivering high levels of service to members and providers through greater consistency, predictability and efficiency. Ultimately, Brian and the teams he leads empower CareFirst to help improve health outcomes and create value for individuals, families, employers and government agencies while advancing affordable, accessible and high-quality healthcare.

Prior to his current role within CareFirst, Brian served as Senior Vice President, Health Services; Vice President, Provider Collaboration and Network Transformation; Vice President, Practice and Payment Transformation; Vice President, Practice Consulting Group; and Special Assistant to the President and CEO. He has been with CareFirst since 2008.

With nearly 30 years in healthcare, before coming to CareFirst, Brian served in roles including Director, Professional Services for the Medtronic Corporation; President and COO for LifeLinkMD; and Director of Business Development for emergency services provider Rural/Metro Corporation.

Brian earned his bachelor’s degree in business administration from Western Governors University. Brian is deeply involved in the Prince George’s County community and more broadly in Maryland. He currently volunteers as a board member for Doctors Community Medical Center Foundation, Maryland and Washington, D.C.’s Health Information Exchange and the Chesapeake Regional Information System for our Patients (CRISP). He is Chair Emeritus for the Prince George’s Chamber of Commerce, where he previously served as Chairperson and Vice Chair of the Board of Directors.
